SECEP IS COMMITTED TO THE IDENTIFICATION AND PREVENTION OF DISCRIMINATION ON THE BASIS OF SEX OR SEXUAL HARASSMENT UNDER TITLE IX

The US Department of Education issued new guidance for the 1972 law known as Title IX.  These changes are outlined in the VDOE Superintendent’s Memo 147-20.  SECEP is committed to maintaining an educational environment and workplace that is free from all forms of discrimination, harassment, and retaliation. In accordance with Title IX and its regulations, SECEP prohibits discrimination, harassment, and retaliation against students and employees on the basis of sex, sexual orientation, gender, and gender identity as well as on the basis of race, color, national origin, disability, religion, age, pregnancy, status as a veteran, genetic information, or any other characteristic protected by law.

In response to these regulations under the “Final Rule” of Title IX, SECEP will:

  1. train school personnel to understand and administer this policy;
  2. publish our Title IX policy on our website;
  3. promptly investigate all complaints, written or oral, of harassment based on protected group status at one of our schools or any school-sponsored activity;
  4. provide needed resources for a student who has been or may have been harmed;
  5. provide a fair and unbiased procedure for resolution of complaints;
  6. make determinations promptly;
  7. take appropriate action to stop any harassment; and
  8. take other actions reasonably to end and prevent further violations.

All SECEP employees receive annual training through Vector Solutions for the recognition of sexual discrimination or harassment.  The Title IX Coordinator, Investigator, and Decision Maker participate in specific trainings provided by Norfolk Public Schools:

Please use the form below to submit your concern/compliant.  The Title IX Coordinator will investigate all submissions to determine if a formal investigation is necessary.  During the investigation, the Title IX Coordinator will explain the process, implement supportive and non-punitive measures for the affected students, and provide a prompt and appropriate response.  All parties will not be presumed responsible unless and until, after full investigation, findings indicate a violation has taken place.  The “Final Rule” of Title IX seeks to ensure that discrimination and sexual harassment complaints (students and staff) are conducted in a transparent and equitable manner for both parties.
